Clarify Resource Resolver patterns

- Ensure that Resource.all is included in the default resolution
- Add documentation to cover the specific behavior as well as examples
  of how additional needs be met through using various patterns like
  policiy delegation, additional resource types, more specific
  permissions, or a custom resolver implementation
