Toggle_Status for GETTING_ARTICLES will increment the toggle by 1 as a statusID, and at each step of the request it will check that the statusID has not increased. This prevents multiple requests to the server when the user changes multiple settings before the request completes. Also added 400ms setTimeout to all user interactions before dispatching.
