Perform logger class setup earlier

We need to setup our custom logging class before anything else happens.
We were previously importing names from some internal dlg modules into
the dlg package __init__ module *before* setting up the logging class,
and this meant that loggers created in those internal modules at import
time were not of the new type. This in turn meant that log records did
not have the additional drop_uid and session_id fields on them, leading
to errors while formatting log records to output them into the file and
stream handlers.
