[#794] [#936] Update TypeScript & add webpack support (#970)

## Changes:

- Update to TypeScript 2.8.1 & typedoc 0.11.1
- Add webpack v4 support for engine
- Outputs raw ES2015 modules
- Outputs production and minified bundles
- Simplify Grunt tasks
- Rename `npm run tests` to `npm test`
- Rename `npm run compile` to `npm run core`
