Improve ClearCache template and action (Take 4)

Deprecated:
- `data-purge="cache"` is now used for purging the cache; use `data-clear="cache"` to empty the cache
- Route `system/clear-cache` in favour of `system/cache/clear`

Added:
- `AbstractCacheAction` to serve as base class for action controllers
- `PurgeCacheAction` for purging old cache items
- Route `system/cache/clear`
- Route `system/cache/purge`

Changed:
- `ClearCacheAction` to extend new `AbstractCacheAction`
- `ClearCacheAction` to decouple clearing routines and improve response handling
- JS Cache component to support clearing AND purging operations
- "Clear Global Cache" button

Fixed:
- `ClearCacheAction` to check the result of clear/delete operations on the cache pool

Todo:
- Support specific cache item deletion
