change: switch to pass IOInfo object to .backend.base.Parser.dump

to get more sophisticated output object handling, switch to pass
.globals.IOInfo object to .backend.base.Parser.dump instead of a file
path string or a file / file-like object.

- make .backend.base.Parser.dump process IOInfo object correctly
- make an IOInfo object from given input and pass it to <Parser>.dump
  instead of the original output object maybe a file path string, a file
  or file-like object, or a pathlib.Path object in .api.dump
- ensure IOInfo objects are passed to <Parser>.dump instead of file path
  strings in some test cases of tests.backend.{common,xml}
