upgrade webpack to 4.x
* remove unused cross-env module
* upgrade webpack to latest and others
* enable babel-eslint parser and fix found issues
* add hot option to commandline because it seems not to work to set via
webpack option object
* remove duplicate entry that will be set in the common config
* make the co2 calculator loadable
* this allows to split the js files
* this allows the co2 calculator to load on demand (maybe not the best
example because it is loaded on the main page)
* fix eslint errors
* use single quotes in favour of double quotes
* add missing semicolon
* remove deprecated eslintrc feature
* fix eslint issues
* missing semicolon
* use single quotes instead of double quotes
* split webpack config in dev and prod
* also lay the ground for dashboard plugin for the dev server
* set correct name for development mode option
* disable html minification
* enable vendor js file and put it in its own file
* reduce options on dev web server and put it in the config
* enable minfy on htmlwebpack plugin
enable source map file generation
* eval for dev mode as it is super fast
* nosources-source-map for prod as it is without source content
* upgrade eslint and include eslint for react
* splitting js files seems not to work right now
