Add preprocessor integration tests #206 (#237)

- Add integration tests for preprocessor. Created a new package vcf_to-bq_tests for vcf_to_bq json, and one package preprocessor_tests for preprocessor json files.
- Refactored run_tests.
- By default, deploy_and_run_tests won't run preprocessor's integration tests (to be more time efficient). Add one option run_preprocessor_tests to run the tests.
- More tests will be added.
