Bump flask-allows version to 0.6.0

* Move Allows as first initiated extension so
  override/additional contexts cover as much of
  the request cycle as possible

* Upgrade template requirements to use Permission

* Upgrade basic template requirement checks to use permission
  Include has_permission to do ad hoc permission checking. Using the
  Permission class allows tying into the upgraded Allows requirement
  checking that includes overriding and adding requirements.

* Remove unneeded permission factory factories

* Add FlashAndRedirect
  FlashAndRedirect can be used with Allows' on_fail
  mechanism to provide a better error message

* Redirect on forum requirement failures

* Enforce forum accessibility for user actions

* Add redirect messages to management center
