Add complete sets script (#406)

* initial cut, still working

* getting gas required exeeds allowance or ...

* next round of changes, getting tx failure

* added getting universe open interest, fixed formatting value on tx

* fixed call to sell complete sets, removed some console out.

* Don't fix, fix() is multiplying by 10^18 (FXP_ONE)

* Passing in a string here is a problem, since it gets interpretted as hex, but is not yet
