Fix template editor (#305)

* Moves loading initial templates to vcs-js

* Saving templates now 'works'. Changes persist through reloads. Changes DO NOT persist through server restart.

* Fixes issue where the vcdat script would crash if the user did not have permission to write into the log directory. Exception is now caught and falls back to stdout

* Adds some error text to TemplateEditor. Makes canvas render when a template it uses is saved.

* Renames vcs function. Adds proper spinner while loading.

* Makes modal buttons the consistent throughout the app. (medium size, right side, primary color for save)

* Moves selected template state into redux. Makes creating templates work.

* Adds basic delete functionality for templates

* Adds a bootstrap dialog to confirm template delete. Disables create button on invalid name. Disables save button on error state.

* Fixes test that broke when fixing template editor. Adds tests for TemplateList.

* Adds tests for TemplateCreator

* Makes some changes to make testing easier. Adds tests for template editor
