[WIP] Use Pipfile to manage requirements and pinning

Pipfile is a replacement for the existing
standard pip's `requirements.txt` file.

It simplifies requirements management
and particularly the pinning.

The existing requirements were imported using
`pipenv install --python 3`
which generated both `Pipfile` and `Pipfile.lock`.
