Connectivity matrix: fix maximum connections calculation

During the recent change of the internal representation of the
connectivity matrix, it was forgotten to also update the calculation of
the maximum connectivity computation. This caused e.g. the missing
graded coloring in the Connectivity Matrix widget.

A regression test is added as well.

Fixes catmaid/CATMAID#1746
