Make migration 0039 work with instances w/o treenode_skeleton_id_fkey

The treenode_skeleton_id_fkey constrait seems to be missing from some
old instances. This made migration 0039 fail on those databases. Since
this constraint is modified in migration 0039, it is now made sure that
this constraint actually exists. If not, is is created.
