feature(assign-priorities-to-checks): Assign priorities to checks by user

This commit assigns priorities to checks and checks are displayed on the dashboard according
to the priority each check has. There are five priorities i.e. Emergency, High, Normal, Low
and Lowest. Normal is the default priority and checks assigned the emergency priority are
displayed on top followed by High, Normal, Low and finally Lowest.
