don't decode network instance, use raw binary instead

3GPP TS 29.244, 8.2.4 Network Instance is a bit vague about the
internal structure of the network instance identifier.
For the APN, we can assume DNS label type encoding, however the
Domain Name encoding is left open.
For PFCP encoding, treat the network instance as a opaque binary.
