refactor: trade away modest optimization to reduce LayoutPortlet complexity (#1186)

Don't short-circuit portlet-preference parsing:

The opportunity to short-circuit will be infrequent, so the
complexity it is adding to the code isn't worth it.

Don't gate portlet pref name matching:

Getting a JavaBean property and String comparison are cheap.
It's not worth the code complexity of first checking to see if the relevant member is already populated.
