feat(RatingBar): generates less HTML

Reduce the number of generated DOM nodes by simplifying the Ratings component to use a CSS
background instead of SVG component and LinearGradient, resulting in 2 HTML elements instead of 42.

BREAKING CHANGE:
RatingBar implmentation now expects a className to provide the background image, and will display
nothing without it.
