feature(nagging): nag user until they resolve issues notified about

This commit allows a user to set a nag interval for repeat notifications

If a user gets notified about a failed check,
after the grace period, they will be nagged repeatedly
over a nag interval until they resolve the issue

[Fixes  #156577919]
