Do not pin exact requirement versions (#680)

This change switches all of the library entries in the setup.py `install_requires` section to specify a minimum version rather than an exact version (except for the `six` library, which was apparently pinned to work around a bug).

This is necessary to fix a recent build breakage to the `datalab` container where an incompatible library version was already installed and could not be removed.

This also fixes #678
