marc21: fix language ISO 639-2 639-3 mix

* Some languages were encoded on CDS using ISO 693-2 codes and others
  using 693-3 codes, this made the translation return "silent" for codes
  like "dut" instead of "nl" (Dutch). Adding them as exceptions seems
  like a compromise solution.
  (addresses CERNDocumentServer/cds-videos#1363)
