Package Upgrades and associated code changes

Upgraded django to 2.0 which introduced some breaking changes. Code
changes in this commit address those. Most changes were made by
upgrading third-party packages to be compatible with the django 2.0
release.

Added on_delete directive to models in Blog app since there are now
required arguments in django 2.0.

Removed django.contrib.auth.middleware.SessionAuthenticationMiddleware
from base settings middleware since it no longer exists in django 2.0.

Changed url handling of django admin site to no longer use the include
method.

Added error handling of script that deleted the default Wagtail welcome
page.

Upgraded django-modelcluster from 3.1 to 4.1

Upgraded django-registration from 2.2 to 2.4.1. Changed url handling
for this package to avoid deprecated implementation.

Upgraded django-taggit from 22.1 to 22.2

Upgraded djangorestframework from 3.6.4 to 2.8.2

Upgraded psycopg2 from 2.7.1 to the non-binary package.
