rule processor - adding check for staged rules (#710)

* fixing bug with lambda region lookup

* default deploy command will have all rules skip staging for the time being

* updating rule table docstring

* fixing stutter in Rule.rule_name attribute naming (renamed to Rule.name)

* rules engine now loads the RuleTable class and refreshes if out of date

* rules can now check if they are staged or not within the rule table

* updating the rules engine to only use required outputs if rule is staged

* unit test updates for code additions

* addressing pr feedback
