Update dockerfile: Multistage build with go1.10.1

Use a multi-stage build to make the resulting image smaller, and not require
cleanup to be done.

Explicitly use versioned release to avoid problems with folks having older
versions of golang:alpine.

Move dep install ahead of the source COPY so we get better caching.
