chore(Deploy): Deploy the project to heroku (#8)

- This commit adds the Procfile and runtime.txt files
- It modifies the requirements.txt to add the waitress, whitenoise and sendgrid-v5 dependencies
- It modifies the wsgi file to import whitenoise dependency which
collects the static files
- It modifies the settings.py to add the dj_database_url to import
postgres database URI
