[JENKINS-43440] Fix ClassCast for non-projects

When the ItemStateListener receives items that are not AbstractProject
it should just discard them instead of assuming that they always
are related to projects.

This is the first step to start supporting other project
types, including pipelines and multi-branch workflows.
