Add validators to configuration.

This feature is currently undocumented. However, plugins/backends can
use it to validate configuration values when they're being written and
read. Gwf uses the mechanism itself, e.g. to validate whether a valid
backend is being set, which should fix issues as the one filed in #226.

Closes #226.
