Better error handling on device creation. On some cases where network get clunky, device creation may lead to errors... I've added error handling allowing to retry the creation of the device.

Added history_size propoerties that can be used to set a fixed number of records per point. A function (device base) is provided to update all points of a device after the creation of the device itself (device.update_history_size)

Added a function to find overridden points in a device reading the priority_array object of each point. Also added an helper function to release_all_overrides (write 'null' to priority 8 and 1)

Some debug enhancements. Now using log.info instead of print. Used debug for low level information....

Added a short point list for JCI TEC3000 to ease device creation of those controllers.... Some MV of this device have 250+ stateText that are taking a very long time to read.... on object not really useful when testing them.

Added a function to retrive a list of device from a particular network bacnet.find_devices_on_network
