genotyper: diploid calls from two overlapping gVCF variant records (#129)

Permit the genotyper to combine two overlapping gVCF variant records into a diploid "1/2" (or 1/3, etc.) pVCF genotype call, under certain favorable circumstances. This is when there are exactly two overlapping variant records, which each call exactly one ALT allele copy. In other circumstances we half-call or no-call.
