Allow ensuring a user to be absent

This adds the `ensure` parameter to `taskd::user`, with the states
`present` or `absent`.

`present` is the current behaviour, `absent` remove the user instead,
deleting the org if it's empty then, and also removes the certificates
of the user.

Fixes #4.
