resolve #9 - don't let undef location kill ->add_bucket

as per the AWS docs[1] we default it to 'us-east-1' when it's not set,
we can also remove some code here that is/was defunct. bump Changes and
VERSION for CPAN release

[1] https://docs.aws.amazon.com/AmazonS3/latest/API/RESTBucketPUT.html:
"By default, the bucket is created in the US East (N. Virginia) region."
