Update Composer dependencies

Changed:
- Soft constraint for locomotivemtl/charcoal-core@~3.0
- Update to php-coveralls/php-coveralls@^2.0
- Update to squizlabs/php_codesniffer@^3.0
- Rename 'phpcs.xml' to 'phpcs.xml.dist'
- Move 'tests/phpunit.xml' to './phpunit.xml.dist'
- Replace 'tests/bootstrap.php' with "autoload-dev.psr-4" definition in Composer manifest
- Fix scripts, rulesets, and configurations for PHPCS and PHPUnit as per their versions
- Update '.travis.yml' to use Composer scripts
- Update '.gitignore'
