minor planned refactoring stemming from d073273 regarding how sass is involved in the gulpfile

* :art: add support for custom development middleware

There's nothing done by default, but devs can add a custom middleware block which won't be commited to git - add excess logging or whatever!

* Finish frontend bootstrapping

CSS gets 2 tabs, not 4; ignore built files; add head / foot injection headers; implement vote layout (partially)
