add pre_check_and_set_platforms to arrangement 6

add pre_check_and_set_platforms to arrangement 6 and pass it koji_target if it exists.

pass the optional check_platforms argument to pre_pull_base_image. worker builds have
the value set to false, and will skip verifying the platform.
