Generalize equality and arithmetic operations for PolynomialTensor to allow differing keys (#303)

* allow comparisons between PolynomialTensors with different keys

* the two PolynomialTensors can still be equal if the numpy arrays for
the differing keys are ~zero arrays.

* Allow arithmetic ops between PolynomialTensors with different keys

* Rename __neq__ to __ne__

* Set __hash__ to None in PolynomialTensor
