Refactor: basic utility interface

- Refactor: Refactored the utility APIs to have a consistent
  interface so devs can change which utility is being used by
  simply changing the import and ensuring the module is installed
- Enhancement: Added a decorator to use to notify of API changes
  when an interface is being deprecated so the change can be
  introduced, notified, and later removed. Used the API for the
  utility refactoring.
