Fix integration tests checking of stderr

If stderr.txt was missing, we were simply exiting from CompareError.
This meant that we weren't reporting when we got unexpected errors, and
just reported that stdout was empty.

This changes the test harness to set the expected error to the empty
string when there is not stderr.txt.
