arrangement6: finally enable arrangement 6

enable REACTOR_CONFIG and USER_PARAMS environment variables, along with
new inner configuration json that expects most plugin arguments will
come from REACTOR_CONFIG.

Add the necessary unit cases, and adjust several existing test cases so
they don't use the new inner configurations and break.

Rename the temporary inner_*:7.json files to inner_*:6.json.
