Commit Message

Move the last bit of randomness into the HAL, and add tests.

This adds a second "random bytes" function to the HAL, which is used to
generate data objects (in this particular case, new CHUID and CCC
values).

At the same time, add unit tests which rely on this change to verify
set_chuid and set_ccc behavior.
