feat: Do not write login attempts to cache if LOGIN_ATTEMPTS_LIMIT is not set (#1996)

The login attempts are only used if LOGIN_ATTEMPTS_LIMIT is set.
If we do not write them at all, this removes the dependency on a cache
altogether if LOGIN_ATTEMPTS_LIMIT is not set.
