arrangement6: plugin changes to make REACTOR_CONFIG work

create deepcopies of the reactor config and override the openshift
information with the worker cluster openshift data before passing the
reactor config override to the worker.

make add_yum_repo_by_url and pyrpkg_fetch_artifacts work with
REACTOR_CONFIG by getting their arguments from it.

make sure that ReactorConfig passes copies of the config back to
plugins so that changes that they make do not affect other plugins.
