docs: move todo tutorial to docs

using the lb4-get-readmes script for the todo-tutorial doesn't work if we place the pages in `todo-tutorial` folder as I did (for organization) since relative resolution in a template (readme) can't look a level up.

So I am moving the todo-tutorial into our main docs. Updated links / references accordingly.
