Commit Message

Adds a -C or --configure option to the CLI, as well as create_config function
in the config.py module and create_config_entry in the cli.py module.  This
will allow the user to create an entry into the config.json file for later,
easier use via the CLI.  Adds tests for both test_cli and test_config to
verify functionality.  Bumps version to 0.3.2.
