[REL] base_usability module migration to 11.0 (#13)

* [ADD] base_usability: update module version

* [ADD] base_usability: window action binding model

This module design was completetly deprecated since ir.values model was
removed from version 11.0. Also odoo now manage a field named binding_model_id
which let us to do basically what we need.

I updated the module to work with this field, only managing a button to
simulate the same that does 'ADD CONTEXTUAL ACTION' in server action which is
set binding_model_id (which is invisible) taking into account the source model
field in the window action.

A new improves were added that differ from version 9.0:

- only create binding when the src_model is set.
- if src_model is updated then the binding_model_id will be reset.
- only show the add action button when the src_model is set.

* [ADD] base_usability: set installable True

* [ADD] base_usability: update README rst file

To match with new ADHOC module template

* [pylint] Fix W8201 (incoherent-interpreter-exec-perm)

this files do not need to be executable: this are treated as regular files so
the permissions have been changed.

* [pylint] Fix C8104 (class-camelcase)
