Updated tests, merged Map and Map-Layer, requested changes #375

Forgot to update a bunch of tests. They kept passing, because the test
would reimplement the routing mechinism. Now the connecting of the routs
are seperated into a function that the tests call.

Test for the most part no longer rely on the default atlas instance.
Instead they pass in an instance. Relying on the default atlas instance
was causing random cache test failures because other tests would have
hit the route. By having each test have it's own atlas instance, these
cache test are now consistent.

Merged handle_map_zxy into handle_map_layer_zxy, as they were the same
except that handle_map_layer_zxy delt with a layer_name if one existed.

Updated error messages and test structure to be more consistent with the
direction we are going.
