Improve debugging when MaxTasksPerChild fails

The `MaxTasksPerChild` repeatedly fiddles with the state of Pulp and
makes assertions about the processes running on the system, as reported
by `ps`. Unfortunately, the test case does a poor job of providing
insight into why assertion failures occur. Specifically, the test case
makes assertions about the processes running on the system at certain
snapshots in time, but it doesn't keep old snapshots around.

Let `MaxTasksPerChild` keep all of the process snapshots that it
collects. Upon assertion failure, print all of these snapshots. This
should give greater insight into why assertions fail.
