feature: `lambdaconf` configures a lambda function (#180)

$ lambdaconf --help
configure the named lambda job from etcd

Options:
  --version       Show version number                                  [boolean]
  --template, -t  name of template file             [default: "deploy.env.tmpl"]
  --output, -o    name of destination config file        [default: "deploy.env"]
  --env           config environment                        [default: "default"]
  --help          Show help                                            [boolean]

Examples:
  lambdaconf pkg-capsule-lambda
  lambdaconf -t config.tmpl -o .env my-lambda-func

This script prefers `.etcdrc` to `.renvrc` but can read from either.
Your `deploy.env.tmpl` config templates should name config vars just
like your configuration.tmpl files do.
