Some more fixes before the release.

Details:

- The minimum-constraints.txt file still had a TODO to re-enable zhmcclient.
  This change re-enables it, requiring zhmcclient===0.19.0, consistent
  with requirements.txt.

- Upgrading pip using the pip command fails on Windows, because the pip.exe
  file is locked. This change uses 'python -m pip' instead of 'pip' for
  this particular upgrade.

- When Travis CI runs on OS-X, the virtualenv command fails with
    /usr/local/opt/python/bin/python2.7: bad interpreter: No such file or
    directory
  This change uses the fix from the python-zhmcclient project, by
  upgrading python and virtualenv correctly, and by fixing the incorrect
  OS-level package names for Python 2 and 3.
