Update flowtip-react-dom tests to use React 16

Update the test suite to the latest React and Enzyme versions.

All of the common dev dependencies have been moved up to the root package to avoid problems caused by Lerna mucking with `package-lock.json` in each package. (see: https://github.com/lerna/lerna/issues/913)

To improve the experience of using eslint and flow, the flow and babel configs have been updated to alias to the files `src` directory of sibling packages. This prevents the need to run `prepublish` when making changes across packages.
