Add huge tests #99 (#143)

- Create a new package presubmit_tests in integration, and moved large_tests, medium_tests, small_tests into it. When include_large_tests, all tests within this package will run.
- Changed `inlcude_large_tests` to `run_presubmit_tests`
- Add 1000_genomes as a huge_tests, it runs with --run_all_tests and it takes ~90 mins for the Dataflow job with 20 workers on "n1-standard-64".
- Not all files from 1000-genomes are included in this test due to the Issue #61

Tested: Manually ran deploy_and_run_tests.sh --run_all_tests
